NavBar down the left hand side. Short enough to appear in the window so no
vertical scrollbar.

Popup menu extends below bottom of window so the vertical scrollbar appears.
Can access its buttons using down arrow or scroll mouse.

Move off the popup which is hidden (-1000, -1000). Scroll bar no longer
needed but it remains visible and remains visible until the page is
refreshed. This is a problem.

I've tried window.scrollbars.visible=false. This does not work in Internet
Explorer. In Firefox, it hides the vertical scrollbar but then it won't
appear when it is needed.

Any help much appreciated.
