HWND_TOPMOST/wndTopMost in batch programs

I use:
"pFrame->SetWindowPos(&CWnd::wndTopMost,0,0,0,0,SWP_NOSIZE|SWP_NOMOVE);" with
no problem in some of my apps and it works well.

However when the same app is started from a batch program, the app seems to
inherit the current zorder of the ms-dos box.

1. Does anyone know of any override on this?
2. Does anyone know where the formal Microsoft documentation might be found?
(I've tried searching fpr topmost/wndTopMost/HWND_TOPMOST/msdos/ms-dos/batch
in various combinations and don't seem to be able to find anything.)
