For what it's worth this guy claims to have done it using grub :

Includes 3 Dos's, 97 Linices, but no OS/2

Consider it as a compendium of examples/HOWTOs about setting up
multiboot in hairy situation. I highly recommend storing the bookmark
(if not reading it - I did, and it was very useful - although I never
used grub).

My thought was the same.

The site also led to another bootloader "gag" (on sourceforge). the
install notes mention (shock! horror!) os/2 so I'll play with it and
post again if it is helpful. First impressions are good since it can as
an option do multiple boots from a floppy.
