At least for these CPUs the slight reduction in speed only comes with
a slight reduction in voltage, if any. Of course the voltage scaling
is done conservatively, but if you go below that, you don't get any
guarantee of it working correctly, just as with overclocking.

A similar (but older) Dual Opteron 246 box:

2000MHz ? 180W 225W

So in this case the dual-core CPUs not only give more bang, but also
need fewer Watts even at the same speed and twice the load. If we put
current Opteron 246s in the box, things might look different, though
(and they would support dynamic voltage scaling).
