How to make View button for record details accessible?

We are using the GridView control in .Net 3.5 to display table data in a
Master - Detail table view. We would like to use a button labeled View in
each row of the Master table to display that record's complete data in a
detail table; but we are unable to add a unique description to the button.

If we configure the control to display a View image in the first table
column for each record, there does not seem to be a way to add a title value
that would identify each buttons' relationship.
<input title="View Record 1, Add CVT Field to Registration Form" type="button"
Is there a way to pass of the current record's data into the View buttons
title or alt value as an accessibility description?
Is there a way to add a this descriptive information to a hyper link鈥檚 title

1. Master-detail: I see all the detail records if I append a detail record

2. Making code accessible to many buttons

I am trying to create several sheets with identical
buttons. I want the button to do the exact same thing
from each sheet. How do I make this code be in some
overhead location that any of the buttons can call it.
Right now the code seems to only be associated with the
one button on the one sheet. Only that button will call
the code. The other buttons do nothing.

Does this make sense?
