The + signs are the boatloader loading; its a two stage process.
There's a
boot sector which will load the boatloader proper from disk. The boot
sector
code outputs + signs to let you know its doing something.

Presumably this is continuing for a while, and then stopping.

Assuming it has loaded a valid bootloader image, if you're not seeing
any output after that its likely its doing I/O to the serial port.

Try connecting a serial cable to the serial port and see if you get
any
output (I forget what the default speed is; its probably 115200 8n1,
but might be 9600).

If that's the issue and you want output to the PC's console rather
than
the serial port, you'll need to rebuild with INCLUDE_PC_CONSOLE
(you may also need to turn off the serial port too... its been a while
since
I last did this)

If that doesn't help, then you probably haven't successfully built a
bootable image.

Cheers!

Jason

If you're not seeing the bootloader output, then you haven't got
far enough in the process that the bootline will be having an
impact.

I'd suggest you contact Wind River support next
