Changing max connections limit does not work

Hi

I have a web service project. This project consists of the regular ASMX file
with web methods and one ASPX File download script. The problem is that user
is unable to download 3 files at the same time. Third file waits for first
or second to complete. I have the following section in by web.config file:

<system.net>
<connectionManagement>
<add address = "*" maxconnection = "4" />
</connectionManagement>
</system.net>

Is there something else i should do?
