a Release Candidate of the NTP Reference Implementation from the

Bug Fixes:

* [Bug 1178] Use prior FORCE_DNSRETRY behavior as needed at runtime,
add configure --enable-ignore-dns-errors to be even more stubborn

Other Changes:

* ntp.isc.org -> ntp.org cleanup.

4.2.4p7RC7 binaries for Windows are available at:

particularly

the 4.2.5p175 Windows binaries in the same directory are more suitable
for reference clock or server use, overcoming approximately 1
millisecond inherent error on Windows in 4.2.4 and 4.2.5 prior to
4.2.5.p162.
