Working out the stratum / what stratum is an NTP server on?

Can someone tell me how it is that one deduces that stratum of an NTP
server. I have a list of public ones to work from.

Ask it for the time. It knows.

The NTP software distribution includes the ntptrace utility.
If you run
ntptrace foo.bar
it will tell you the stratum of each NTP server, tracing the
tree from foo.bar up to the root.

If the remote time server allows queries:

ntpq -c"rv 0 stratum" remote.time.server

If the remote time server does not allow queries add it to your ntpd
and after restarting (unless you've worked out how to add servers on
the fly with ntpdc):

ntpq -p your.time.server
