given MATLAB representation of a MIMO system with time delay, how the delay part and non-delay part can be extracted separately from it?

On Exchange 2007, is there a way of changing the time delay between when
a message is sent, and when I get a "message delayed" motification back?
Right now, it appears to be about 18 hours, which is causing
unacceptable problems if there are delivery issues. I need to set it to
something more like 1 hour so I know before the next day that my mail is
having trouble getting out.
