Why don't you ask CJE Micros to sell you a set of RISC OS 3.6 ROMs and then
get someone to send you a ROM image, when we've got proof that you own said
ROMs? Technically, as long as you've got the ROMs, you should (theoretically)
be able to legally use a ROM image. Standard disclaimer applies - I am not a
lawyer, your mileage may vary.
RISC OS 3.71 ROMs are a bit like the proverbial rocking horse manure. 3.71
was the last (stable) version of RISC OS to be released in the form of ROMs
