Does web stream video use the pc video card?

Maybe this is a stupid question, but please forgive me that I don't
know much about hardware. I am just curious about this question.

I know that if we play games or watch a dvd on a pc, the bits go
through the video card.

Does web stream video broadcast through a web browser go through the
video card?

I'm doing sth about encode/decode HD image sequence use video card.
Now, I have done code on decode 264 bs by NVIDIA video card(8600GT).
But when I use the code decoding 264 bs by ATI video card(HD3600),
there are exception during transform filter running.

According to "DirectX Video Acceleration Specification for H.264/AVC
Decoding", I haven't
found any tip about difference between ATI and NVIDIA.
And these video card support dxva entirely, guaranteed by ATI and

Could anyone kindly tell me the difference between ATI's dxva and
NVIDIA's dxva,
Or where to adjust in transform filter to fit ATI's code?
