Can't export from Access 2000 after installing Access 2003

I've an Access 2000 SP3 mdb that happily allowed a user to export reports
saved as Excel format. However, after installing an Access 2003 runtime,
users can no longer export. Instead, they get the message:

"The formats that enable you to output data as a Microsoft Excel,
rich-text format, MS-DOS text, or HTML file are missing from the Windows
Registry."

I've searched on the Internet and can find no solution, though a number of
postings suggest the problem lies with the registry settings at
HKEY_LOCAL_MACHINE, SOFTWARE, MICROSOFT, JET, 4.0, Engines, Excel. In
particular, win32, which now has a value of C:\Program Files\Microsoft
Office\OFFICE11\msaexp30.dll and win32old which is
C:\WINDOWS\System32\msexcl40.dll. I've tried changing the win32 value to the
the win32old value and re-registering the dll, but no joy.
