Hi All,

I am trying to use a DSP plugin in winamp to control the sound output. I
have a live input coming into the line in and the output on the line out. I
have been told that this would work? It doesn't. The sound sounds the same.

So my question is:

Are line inputs directly connected to line outputs of a sound card?

If not, I must be something else wrong!!

No. But the mixer on the soundcard usually directly mixes it into the
output signal.
If you want to affect the line-in sound, you have to record it (I
think there is a line-in plugin for winamp somewhere on the winamp
site which can use the line in as audio source).

You just have to use the mixer application shipped with windows or
your soundcard (usually, the latter has some extra options, but for
most cards the windows one will do fine for muting the line-in for the
output)
