Is the code performace optimization procedures/primitives for Celeron M
the same as in Pentium processors?

The Celeron M is basically a Pentium M with smaller cache (and in some
cases, slower bus). The same performance optimizations that are used
for one can be used for the other. However, Pentium is a very large
family of chips. Celeron M will not perform as well if you use Pentium
4 optimization techniques. And nobody has sold a new Pentium (the
original) for over a decade.
