How much cooler is Pentium D 820 than 830 or 840?

The Intel page indicates maximum thermal design for the 820 (2.8 GHz) is 95
watts, versus 130 for the faster (3.0 GHz, 3.2 GHz) Pentium D's.

In typical use, does this mean the 820 will be noticeably "cooler and
quieter"? Or is this difference only a worst case, but the real-world power
dissipation wouldn't differ that much?

(Yes, I know AMD is significantly cooler than Intel.)

Maybe this is the source of the discrepancy between the 820 vs. the
higher-end P-D's that prevent it from working on 3rd party chipsets?
