accessing dvd-rom for raw data read

In windows, how do I open a device (say, DVD drive) for *raw data* read?
In Linux, I would just open something like /dev/cdrom. In windows, the
drive has letter "I" but openning "I:" or "I:\" will result in security
error. Any suggestions? TIA

Is your dvd disc (not linux cd disc) readable by windows ?.
Try other disc and see what happen.
