Windows 98. Defragmenter starts but does not continue working.

My problem now is that when I start a defrag, the program does not
flow continuously but stops at 1% then goes to 0% then back to 1% then
2% then back to 0% then 1% and never gets beyond 2%.

What could be the cause of such malfunction?

The Microsoft knowledge base has no specific information on dealing
with this problem.

Anybody knwo anything?

Try control alt delete, check and see if stimon is running. If so click "end
task." If that doesn't do it continue ending programs running until defrag goes
all the way. You only need a few running. I know explorer is one, but don't
worry if you click on one that should be running. nothing will be harmed
Also I used to shut down the screensaver by clicking on none until dfrag was
over. Not sure if that helped or not, but it didn't hurt.

Booting into safe mode will reduce the disk activity. There is also a
program that I use called PowerDefrag that will boot you into a more
controlled environment.
