The replication message indicates that the copy of the folder you're working with isn't completely filled with the contents of the master folder. You might want to ask about that in an Exchange group -- microsoft.public.exchange.admin -- since it looks increasingly like this might be an Exchange problem.
I'm very unclear now on exactly what you're done. First you said you wanted to export from a public folder, then you said you wanted to export from the Inbox to Access. You also didn't give the error message that you mentioned in your first message. You said you copied the folder "elsewhere" but didn't say where -- to a mailbox, a .pst file, etc.
