We have had reports of StretchBlt causing the device to freeze on Toshiba
E355 (PPC 2002).

Is that a known issue ?

I hope not, because I use StretchBlt. But only some of my users use
the related functions, and I don't think any of my users use Toshiba
E355. I know my code (including StretchBlt) works on at least some
Pocket PCs. I'm pretty sure such specific hardware dependencies are
rare. I've more often discovered real bugs in _my_ code that showed
symptoms on only one platform.

StretchBlt broken on Toshiba E355 (PPC 2002)

In the past, we have seen several device-specific bugs like that, caused by
bugs in the graphic driver dll. For example, StretchBlt was broken on some
Casio devices. The problem got fix by a firmware upgrade from the
manufacturer.

In the case of E355, we are not sure that this is the problem, but we
suspect it might be.

PocketTV is a very well tested piece of software (about 1 million copies
installed, 1200 more registered every day). So when a problem appears only
on a new device, this is suspicious.
