i have a Windows service which basically determines the number of keyboard
layouts installed

i have something like this

int count = GetKeyboardLayoutList(0, IntPtr.Zero);

[DllImport("user32.dll")]
private static extern int GetKeyboardLayoutList(int nBuff, IntPtr
lpList);

This is a Pocket PC list, so I think you're in the wrong place. If you are
in the right place, then the problem is that user32.dll doesn't exist.
