For starters....

Assuming you want to use C++, you will need to use
eVC++ 3.0 for PPC2002 (CE 3.0) development and eVC++ 4.0 for PPC2003 (CE
4.2) development.

I am currently supporting two development environments to do both PPC2002
and PPC2003 builds. I prefer PPC2003 due to the performance
on the device (assuming XScale processor).

Newer is always better because you have more time before it is no longer
supported. :)

Hi,

i'm currently facing the same situation. So far it's the same code on both
platforms ( works on both emulators ), but i'm just going to boycott 2002
machines ( my game requires performances, so i don't really want to deal
with older machines )

If you use eVC 3 without MFC, then you can develop for Pocket PC, and
your apps should run fine on Pocket PC, Pocket PC 2002, and Pocket PC
2003. If performance is an issue (as for a previous poster), then you
may want to ignore Pocket PC and Pocket PC 2002, because eVC 3 did not
produce code optimized for newer ARM-compatible CPUs (like XScale).

If you use MFC, then I think you need to build separately for Pocket
PC 2003, and thus need to use eVC 4 for it. But you will still need to
use eVC 3 for the other two. I'm pretty sure you can use the same
source code for all.

If you use VS.NET, then I think the result will run on all three
platforms, but you will need to load CF on at least Pocket PC.
