Outlook Web Access problem

When checking e-mail through Outlook Web Access (Exchange
2003) in Internet Explorer 6.0, the messages show up
fine, but folder icons appear with no text beside them
and none of the menus (new, reply, send, etc) show up -
in main window or when opening an e-mail message. What
can be done to fix this?

I at one point in time revoved the ability to use OWA from certain users,
now I would like to allow a few of them the OWA check box in user properties
is set to allow. They are members or mobile users and it still wont allow
them to login. Anybody have a solution other than recreating the users?
