I have had a few users get multiple emails from outside emails but
havent seen this happen from one exchange user to another.

The user getting the multiple emails is offsite, using exchange over
http with outlook 2003. I check my system manager > message tracking
center and after i send a test email to him, which he got 4 times, and
it showed me only sending one email and showed him recieving only one
email.

I do check my log file for today and get this, xxx's have replaced the
emails but they were from me to my used.

Make sure there are not any goofy Outlook rules in place. I have seen users
do some pretty inventive things with rules and that makes troubleshooting
very complicated. I'd turn off all rules then test again.

If the user did have some rules setup, they wouldn't show up in the
exchange log showing him getting 4 emails like it is, would it?

Is it exactly 4 messages each time or is it multiple spearate messages on
occasion.
As Mary noted, check the rules.
The messages have the same message ID, which can be indicative of a problem.
Are they on the same Exchange server, or on different Exchange servers? If
they are using RPC over HTTP(s), do you see any errors in the Outlook synch
logs? If they are on different servers, is their a firewall, such as a
Cisco PIX running mailguard, between them.

I am asking them if they have any rules setup.

The outlook synch logs, is that on there side or on the server?

We have one exchange server, it is in our office behind a firebox
firewall using smtp proxy for incoming email.
