If 1), then yes you can, subject to the usual insecurities of hosting an
external web site on the SBS2003 server. The experts in the
public.windows.server.sbs newsgroups strongly advise against that. You should
take the matter up with them.

If 2), you should not even consider this. The approved way is to add a Win2003
server to your network as a member server, and install SPPS2003 there. Yes,
you can use the SQL server on the SBS2003 box to hold the database for
SPPS2003.

In either case, be sure and check out the cost of the SPPS connector, which you
need to make connections to external users.
