When is SharePoint Central Admin accessible in Site Settings?

Does anyone know why the link to SharePoint Central Admin is available
in Site Settings on some portals and not available on other portals?
My office has a SPS 2003 portal and when I access Site Settings, under
General Settings, there is a link to "Go to SharePoint Portal Server
central administration". I am an administrator of that portal. On a
client's portal when I go to Site Settings, there is no listing for
"Go to SharePoint Portal Server central administration". I am a local
admin on that server, as well as SharePoint admin, so I don't know why
it's not visible on that portal Site Settings page. This is a problem
because the company wants us to administer the SharePoint application,
but they won't provide admin access to the server, so if I can't
access SharePoint Central Admin from a web browser, there is no way
for me to access it, because I don't have local admin permissions on
the server.

Hi all,

I have this weird error when i go to central admin on moss 2007 and
then click on either operations or application management.

"Some or all identity references could not be translated."

The history of this is the following:
1. we created a virtual pc with sql 2005 and then installed moss on
top.
2. when we setup moss we used service accounts from an AD (the vpc i
think was joined to the AD)
3. After we finished our engagement onsite we then brought the vpc and
changed the application pools, service accounts, etc to point to the
local administrators of the machine. (i think we joined the vpc to a
workgroup).
4. we go to central admin and we get the above error.

backup the portal that i need to use through stsadm but i get the same
message so i can;t restore the solution on another box.

I could uninstall and reinstall sharepoint i guess and reconfigure
central admin. is that a viable solution? will i be able to reattach a
portal to central admin once I do that?

Any suggestions would be great!.
