Restore a WSS site from SPS on to a WSS server

I backed up one of the sites from our Share Point Portal site with smigrate.
When I tried to retore the site to a server running just WSS it says it was
successful but when I try to visit the site it says it is not in the
configuration database.

Should I use stsadm instead of smigrate?

What am i doing wrong?
