Auto setup new user in Windows XP w/ Outlook 2003 connecting to an exchange 2003 server?

New user logs into a PC, this user is autheticating with an AD. User
has Admin rights to this PC. When they first start Outlook 2003, they
are prompted with entering there server name and user login info. I
would like to automate this so that outlook starts for them
automatically. I know this can be done on admin install points, but we
buy Dell's with Office preinstalled.

I've tried putting some variables in the mail properties but nothing
has worked yet.

The Office Resource Kit explains how this can be done -- create a .prf file
using the CIW or CMW, then deploy it to the client and set the ImportPRF
registry value with a login script.
