SQL 2000 - HUGE file, low data amount, high "reserved" space.

This database I'm working on has started increasing in size
exponentially over the past 6 months.

Here's a look at the execution of sp_spaceused

Hardly any data.. the log file is about 1gb with about half of that
free space.

If I try to shrink the database or the file it only reports 400mb of
"free space".

What is the deal with the giant "reserved" space? Any suggestions?
