Exceeds server limit even though it doesn't have limits

This is a multi-part message in MIME format.


I have a problem on limiting the size of the message passing thru IMS. I remove MTA Message Size limits to No limit and IMS Message Size to No Limit and when users send an email, the system prompts for an undeliverable message like this:

MSEXCH:IMS:ORG:SITE:SERVER1 3552 (000B09AA) 2798220 bytes exceeds server limit of 2097152

The System Administrator is from our server. It states here that the message size is 2798220 bytes and the error is from IMS also states that there is a limit of 2077152 bytes that is really I don't know where it came from. Please help me solve my problem.

Performing due diligence, can anyone explain to myself, what I think I know and what is correct is sometimes very different, how HP determines that your limit is reached- I know that Jobstreams don't count- what about ODBC/JDBC connections through a network, i.e. threads? Sessions count. FTP counts....
