The recipient name is not recognized

I'm running Windows 2003 AD with Exchange 2003. I've setup a new user and
have a strange problem. The user can send and receive email internally with
other employees. This user can also send email outside the company with no
problems. The problem occurs when someone outside our organization attempts
to send him an email. They get "The recipient name is not recognized"
"Unknown Recipient".

This employee was formally a contractor of ours so in Exchange I have his
personal information setup as a contact. His AD user account and his
Exchange contact have nothing in common other than his name. Not sure if
this may be part of the problem or not. Any help would be greatly
appreciated. Thanks.

So after doing some testing, I've realized that every new mailbox I create
has the same problem. Internal messages work fine. Sending outbound works
fine. It's just inbound messages that don't get delivered.

Would truly appreicate any help here. Thanks.

It turns out that that ADC service just needed to be stopped and restarted.

Thanks anyway.
