Registering Global Event Sink Error - exchange 2003

I am trying to register a global event sink in exchange 2003 sp1.

On running the following command:-

C:\regevent.vbs add OnSyncSave ExEvents.ExEv.1
file://./backofficestorage/ADMIN/DOMAIN/MBX/SystemMailbox{GUID}/StoreEvents/GlobalEvents/my_event -m ANY

I am getting the following error message:-

Error Commiting Transaction : -2141913007 Event Registration failure: Global
event is not supported in the given context.

Events fire for onsyncsave/onsyncdelete using the same sinkclass when
registrations are made at mailbox level.

Could you please advise?

Nothing in th event log

Do you know how to turn the diagnostics for Exchange? You can turn the
logging level up for the store and see what it spits out into the event log.

via the "system manager/ Servers / Server Name / Properties / Diagnostic
Logging / MSExchangeIS, i increased the debugging level on each category to
Maximum on Sytem and Mailbox. No related messages were written to the event
log when running the script. Have I done this correctly?
