some characters does not display under Outlook 98

Hello,
I use an smtp client, configure it to send
UTF-8, iso-8859-15 or iso-8859-1 charset for the body and
the subject.
In all cases, Outlook 98 will display special characters
badly.
French accents work fine, but Euro symbol and apostrophe
are replaced by a question mark.

Using other stmp servers solve the problem (outlook98 will
display fine)...but we are in production with Exchange
5.5...

How to configure Exchange 5.5 ?
my header (when using Exchange 2000):
Mime-Version: 1.0
Content-Type: text/plain; charset=iso-8859-15 (or -1)
Content-Transfer-Encoding: base64 (who set that ?)
X-Mailer: sendmsg

we have MS Exchange Server version 5.5.2653.12
regards
Arnaud
