Why do we need a TFS CAL for the server?

Hi;

Maybe we have things configured wrong on this. As we understand it the
TFS server must run using the credentials of 1 of our 5 TFS logins,
and that user/credentials needs to have domain admin rights.

We have exactly 5 programmers so this means one of my developers has
their regular login set to have domain admin rights. This is not good.

Is there a way around this? Is it possible to set TFS to run under a
user that does not use one of the client licenses?

If so, how do we set this up? And how do we change the user running
the TFS server?

We went to change the user that our TFS server runs under, but TFS
appeared to get very confused when the user it runs under changed. Are
there any special instructions about what has to be done to change the
user running TFS?
