I don't know - that port could be anything. What's the program? I'd be wary
of opening anything up, if it were me.

With normal home use there is no reason to open any ports for incoming
traffic, because open port is security risk. But if you use peer to peer
programs like Kazaa and other file sharing systems, you propably have to
open some ports. Otherwise other users cannot connect to your computer and
share your files. But that is your choice. Do you trust that those peer to
peer programs are behaving correctly and don't bring viruses, spyware and
other parasites to your computer? I don't trust that and that's why I dont
use Kazaa and such. If I really like to use them, I would use so called DMZ
(demilitarized zone) and dedicate one computer for sharing and wouldn't use
my normal pc.
