is there a user option available to make all deleted items skip the deleted
items folder automatically? An option somewhere so that the shift+delete
behavior is the default?

Go to the properties of the Mailbox Store and go to the Limits tab.
Over there you will see the option: "keep deleted items for so many days".
You can set the value to 0.
When the Exchange online maintenance runs every night, those items will be

Are you talking about the Deleted Items folder, or items that were purged
from the Deleted Items folder and then kept until the end of the day with
the above settings?

I looked for the above setting and it behaves like the setting from Exchange
5.5 did: where only items emptied from Deleted Items were subject to this
policy. I, too, would like to have a feature to automatically empty
individual mailboxes' Deleted Items folder routinely.

I suppose I could set an Outlook policy which empties Deleted Items on exit,
but you just know that users are going to scream *** y *** when you do
that. At least my users would. Emptying the Deleted Items folder of items
older than X, then purging those with the regular deleted item retention
feature would help.
