One exchange server - User in subdomain - cannot create mailbox

I have (2) Win2K servers running as domain controllers named PDC.COMPANY.COM
and BDC.COMPANY.COM. Exchange 2000 is installed on PDC.COMPANY.COM. Life has
been good for a year and a half..

I have a new regional office. I created a subdomain and put a server in it.
The server is named CAFS1.CA.COMPANY.COM. I installed the Microsoft Exchange
System Manager on this server (not the Server, just the Manager part)

I created a user in the CA subdomain named testuser. testuser is able to
access shares on CAFS1 and BDC.

I tried to create a mailbox for testuser. Right click on the user in Active
Directory Users and Computers - Exchange Tasks - Create Mailbox. The server
and the mailbox store displayed by the Exchange task wizard was correct. On
the status is quickly scrolls through then displays " updating attributes"
for about 60 seconds, then comes back with the error message:

Error: Updating attributes.
cn=test user, OU=Employees, DC=ca,DC=company,DC=com
The RPC server is unavailable

What am I doing wrong???

did you run domainprep in the new subdomain?
