Exchange 2000 Front Ends cache passwords

I have a Frontend/Backend Exchange config. Changed a user's
password on a DC, and the user can log in with this new password to
the domain, but when they attempt to use OWA or POP3 on the front end
server, it takes the old password.
It usually takes about an hour for the new password to work. AD
Replication is every 15 minutes and replmon shows no problems there.
Does anyone have any idea what's going on here?

I am about to upgrade to Exchange 2003 Enterprise.

I currently have a Front-End Server and Back-End Server running Exchange 2000.

into my existing Exchange Site until the Front-End is upgraded to 2003. I
would like to use the Move Mailbox method of migration with the new hardware.

So what I am wondering, is do I have to do an in place upgrade of my
existing Exchange 2000 Front-End server to Exchange 2003 in order to add my
new Front-end and Back-end servers into the existing Site.
