No tools that I am aware of, but I believe both of these values are exposed
via WMI. I shouldn't be to hard to write a WMI script for this purpose.
You can get started with scripting using the following:

What I have done is use an LDAP filter that you can use in ADUC. I
have created three quareys for OWA. The way that ADSI views the OWA
setting is: not defined (which default is enabled), disabled, and
enabled.

Not defined is(which default is enabled):
(&(&(objectCategory=user)(homeMDB=*)(&(objectClass=user)(!protocolSettings=*))(userAccountControl=512)))

Enabled:
(&(&(&(objectCategory=user)(homeMDB=*)(&(objectClass=user)(protocolSettings=HTTP))(userAccountControl=512))))

Disabled:

(&(&(&(&(objectCategory=user)(homeMDB=*)(&(objectClass=user)(protocolSettings=HTTP))(userAccountControl=512)))))
