Is it possible to allow a user to have admin access
limited to only certain tasks- like loading software,
without having admin access for everything else on the PC?
Can 2000 set 'layers' of access for users? If so, how?

You need to setup the security at multiple levels:

1. With NTFS file system you can set appropriate access to files and folders
2. Set security on registry keys
3. Use user rights assignments to give special privileges to users
4. Set security on services so users may stop/start etc
5. Set security on printers etc

In short, you may create custom administrative roles, but there may still be
some things you can only do as Administrator. You just have to figure out
what your users need access to, and see if you can create a role that holds
that access.
